On Friday, Fritz Henderson said he came into his new position as GM's CEO three weeks ago believing a bankruptcy filing was more probable than not. “I feel the same way today,” he says. Henderson said GM is working on two scenarios: one that involves bankruptcy and one that doesn't. The plan that does not includes looking at each GM brand to see if it's needed. USA TODAY reported Thursday that dropping Pontiac and GMC was being looked at, along with Hummer, Saab and Saturn, which are already on the block. GM has resisted filing for bankruptcy court protection, saying the process would be messy and long and would scare away customers. But some in the government have argued that GM could enter a “prepackaged” bankruptcy that could take a few weeks and result in a healthier company. Not so, says Doug Bernstein, an attorney who heads Plunkett Cooney's banking, bankruptcy and creditors' rights practice. He looked at recent prepackaged bankruptcies and saw that none took less than six months. That's because bankruptcy law allows every interested party to be heard by a judge, which can take weeks, months or years. Auto supplier Delphi filed in October 2005. It is still in bankruptcy court, and more than 16,000 documents have been filed. “The process of bankruptcy cannot be rushed,” Bernstein said. GM has received $13.4 billion in federal loans, and President Obama said it must offer a more aggressive restructuring plan by June 1 to get more aid. Henderson says GM will be prepared to file for bankruptcy if it can't reach its goals in other ways. Talks with bondholders are going slowly. Henderson said the company is having talks but nothing he would classify as “intense negotiations.” GM is looking to cut two-thirds of its debt by swapping bonds for GM shares. Bondholders have resisted, saying GM's plans won't make it profitable any time soon. Talks with the United Auto Workers are also going more slowly than expected because the UAW also is negotiating with Chrysler. The unions and bondholders are watching to see what the other will give up and to get a better idea of what the revamped GM would look like. The regulations are as follows: o The resident bag and possession limit is two king salmon 28 inches or greater in length. o From October 2009 through March 2010; a resident sport angler may use two rods when fishing for king salmon. o The nonresident bag and possession limit is one king salmon 28 inches or greater in length. o The nonresident annual limit is three king salmon 28 inches or greater in length. The Southeast Alaska king salmon sport fishery is managed under the directives of the Southeast Alaska King Salmon Management Plan. This plan prescribes management measures implemented by the department for the king salmon sport fishery based upon the preseason abundance index determined by the Chinook Technical Committee of the Pacific Salmon Commission. The preseason abundance index for the 2009 season is 1.33 which equates to 40,409 king salmon allocated to the sport fishery. This is, indeed, a practical lesson in economics. Maybe some people have heard of this in-school advertising happening elsewhere, because it's becoming common. I thought it was amusing as well, but to read about it taking place at my alma mater was almost too much. School officials were reportedly not wild about the idea — and it may even violate a few rules — but Pocatello High School Principal Don Cotant relented. The 12,000-student school district is looking at a shortfall of up to $10 million next year because of expected cuts in state funding. A tax increase was voted down last month, and school officials have frozen spending on field trips, teacher training and basic supplies such as paper. We needed the money. We were always out selling magazine subscriptions, cookies, or something to raise funds for programs. It was a drag. If we could have sold ads over the slides on our trombones in the marching band it might have paid for our uniforms, which also could have been leased out with advertising on the fronts and backs. In place of the white plumes extending from our red caps, here could have been flags flying for “Jack in the Box.” Our debate team always needed money as well. I gladly would have worn a T-shirt advertising “Buddy's Bar &Grill” when debating. “Buddy's” was a great place to go for pizza and beer. Wait, was that in high school, or college? I'll have to check my ID from that time to see if it was fake. That might explain why I had trouble in some classes. The dynamic compression plate or DCP allows a sliding technique to be used because of the screw holes being angled away from a central point. Once the screws are inserted and tightened they apply an inwards compression force, bringing the fragments into stronger contact. The ulna and the ankle lateral malleolus are fixed with thin plates of about one mm in thickness which can be shaped to the area required. Fractures close to a joint need specially designed plates to facilitate fixation and reduce impingement. Upper femoral fractures are often stabilised with a plate which has an angle of 95 degrees to restore the normal anatomy of the upper femoral area. Internal fixation with this plate demands three dimensional thinking on behalf of the surgeon so that the anatomy can be restored to the normal relationships. Reconstruction plates can be moulded to the contours of the pelvis and acetabulum in three dimensions as they are thinner than dynamic compression plates. If a fracture is next to or just below a joint replacement prosthesis they are often managed with larger plates which also include the ability to use cerclage wiring. High levels of fracture stability can be provided by compression of the fragments and a good restoration of anatomical alignment by the fixation. If firmly stabilised and without any fragment gap then the fracture will heal by primary healing. Absorption of the dead bone at the site of fracture occurs by the action of osteoclasts, with blood vessels growing into the region and then bone producing cells proliferating. Disruption of the blood supply by the plate can produce some osteoporosis under the plate, leading to reduced bone strength from this and the screw holes once the plate is removed, necessitating careful decisions about the amounts of force to be applied to the area. Internal fixation with a plate involves opening up the fracture site and removing the blood clot, reducing the fragments to an anatomically acceptable alignment. A fracture interrupts the blood supply across and around a fracture and the remaining blood supply is provided by the periosteal bone lining. The periosteum should be preserved and not stripped away during the operation or healing could be delayed from reduced vascular supply. Unstable comminuted fractures are more difficult to fix and bridge plates are used to fix the two main parts and keep the important aspects of the bone in line, the rotation, alignment and length of the bones. However this form of weaker fixation cannot tolerate any significant level of load. The LISS (Less Invasive Surgical Stabilisation) plating system is a recently developed technique which reduces the contact between the metal and the bone or periosteum, reducing the potential for disruption of the blood supply in the fracture area. Modern designs contour more effectively to the bony anatomy and allow for locking of the screws, which are both advantageous by maintaining the fracture in the correct position whilst allowing increased forces to be applied to it in the healing period. These new designs are most useful in fixing the ends of the bones in fractures of the tibia, femur, radius and humerus. If there is enough room for easy fixation and the fracture is of a more stable type then conventional plating techniques may be used for fixing breaks of the shafts of bones such as the radius, ulna and humerus. Locking screws are more appropriate if the bone is osteoporotic or the fixation options are limited. Future development will likely lead towards locking techniques being the first option for all fractures, but they are much more expensive and wider use awaits reduction in costs. If the costs of revising the fixation due to malunion by conventional plating are factored in then the more expensive initial system looks more cost neutral. Some speculators who had sold the Aussie in anticipation of a greater reduction bought it back, dealers said. During Asian hours, the U.S. dollar fell to Y100.22 on EBS from Y101.00 in New York late Monday before recovering to around Y100.60. The euro dropped to Y133.64 from Y135.49, though it later came back to Y134.50. The U.S. unit - seen as the second-safest currency after the yen - was mostly higher against other majors except the Japanese currency. Still, the yen's appreciation failed to convince traders that its recent broad weakness is over. They said its climb was largely due to short-term speculators unloading their short-yen positions - or bets for a weaker yen - on the view that lackluster Asian stocks might lead people to resume buying the currency as a refuge.
