    Marbella Villas: Moving Back into the Sun

    Combining the rush to modernise with political tensions in the post-Franco era (and just a little acquisitiveness), many coastal towns have experienced a concrete sprawl, typified by the 1993 Bigas Luna film Huevos de Oro (Golden Balls), a surreal comedy noir about a crazed developer who dreams of building the biggest sky-scraper in town. But in Marbella, at least, the supply of new villas is only just beginning to recover, after a scandal worthy of a Bigas Luna plot.

    To most, Marbella has a reputation as the Costa del Sol's quality resort, with its stylish restaurants and bars, surviving historic quarter, and ample beaches. The wealthy build their villas in the hills on the outskirts of the town, or around the marina and casino complex at Puerto Banus: and while the town has an atmosphere of exclusivity demonstrated by the many Rolls Royce cars, and luxury Marbella villas ranging between 1 and 6 million euros, there is a demand for more affordable new and used properties, of 750,000 euros and under. But until recently, there has been a shortfall of these newer properties.

    In the 90s, the town's populist mayor (who was also a property developer, and renowned for bad language and fisticuffs) rushed through a number of planning applications, for individual villas and for resorts, which contravened previous planning regulations. A new planning document was drawn up by the Town Hall, but failed to receive approval from the regional government. The Town Hall went ahead giving licenses mainly for apartments within the Marbella municipality. The boiling point was reached when the central government dismissed all the councillors of the Marbella Town Hall, following a court investigation that found that there had been corruption in the granting of ‘illegal' licences. During a year or so, many Marbella apartments were difficult to sell, as the licences were considered suspect. As a result, banks would not grant mortgages on these properties.

    In recent months, a newly elected Mayor and town council have drawn up a new urban plan, which would mean that 95 percent of these properties would be legalized They understand that the priority is to reactivate the Marbella Real Estate Market and give security to buyers and property owners. This will no doubt be good news for the Marbella property scene.

    The PGOU Urban Plan will be open to public observation from August to October, in an attempt to gain support, and will hopefully be approved by the beginning of 2008, providing any issues related to environmental impact and technical specifications have been resolved. Other actions that the Town Hall has put in place are cleaning, security and public works to the promenade, beaches and monuments. Security is a concern for families lured by the area's international schools, but who don't want to experience the downside of living in a rich man's paradise.

    If the only resort in Europe with a year-round season, rolling green hills and the rich history of Andalucia appeals to you (not to mention the golf courses and yaughting), now is the time to have a look at finding a villa in Marbella. And of course, make sure that the builder and property developer are fully insured.

    Sunburns

    The
    main cause of sunburns is not the sun itself but the ultraviolet energy.? Just to complicate matters, there are three
    main types of ultraviolet (UV) energy, designated A, B and C.? Erythema is what your skin gets after a day
    in the sun, which is redness, some slight swelling and pain.? Doses of UV energy and its effect on the skin
    are measured in units called minimal erythema doses (MED).? This MED represents the smallest does of UV
    energy to cause that “sunburn” appearance.?

    Beachgoers are typically exposed to 15 MEDs of UVB and 4-5 MEDs of
    UVA.? Almost all of UVC is absorbed by
    the Earth’s atmosphere.? There is
    increasing evidence that shows both UVA and UVB can be harmful to human skin
    and both can cause skin cancers.?

    UVA
    rays penetrate the skin more deeply and are largely the cause of aged skin and
    wrinkles.? UVB is generally responsible
    for most “sunburn” effects and has traditionally been thought of as the cause
    of most skin cancers.? Ideally, persons
    in the sun should be protecting themselves with a sunscreen that blocks both
    UVA and UVB.


    Sunscreens

    Sun
    protection factor (SPF) is the ability of a sunscreen to protect skin from
    ultraviolet induced erythemas (sunburn).?
    This SPF number is calculated based on the length of time it takes to
    cause one MED in protected versus non-protected skin.? Basically, SPF is the amount of time it takes
    to causes a sunburn in someone with sunscreen protection versus someone who is
    unprotected.? At present, most sunscreens
    protect largely against UVB only, although there are some products that are
    beginning to protect against both UVA and UVB.??

    one can see that UVB protection increases with the higher SPF and use of SPF 30
    is becoming more and more advised.


    How to Apply Sunscreen

    • Apply liberally to all areas of
      exposed skin including backs of hands,? ears, nose and tops of feet
    • Apply 15-30 minutes before swimming or
      water exposure
    • Reapply immediately after exiting the
      water
    • Using sunscreen and DEET based insect
      repellent will reduce the effectiveness of sunscreen by approx. 35%


    What is in the sunscreen?

    The
    ideal sunscreen spread onto your skin easy, does not cause allergy, pimples and
    does not stain clothing.? PABA
    (para-aminobenzoic acid) is the most common cause of sunscreen dermatitis and
    effects 4% of people.? Creams and lotions
    spread on the skin well.? Oils spread
    very easily but may cause pimples.? For
    extreme conditions a wax or ointment will help resist skin chapping.? Aerosols are often wasteful and leave parts
    of the skin over coated and others under protected due to difficulty in
    ensuring even spray.?


    Sun protective clothing

    Clothing
    that has been tested and proven to block the UV energy is designated by the
    term Ultraviolet protection factor (UPF) which is identical to SPF for
    sunscreen.?

    The tightness of the fabric’s
    weave is most important in determining how effective it will be in blocking UV
    energy.? A good example of this is Lycra
    which can block nearly 100% of UVR when relaxed but only 2% when stretched
    tight.? A typical white cotton tshirt has
    a UPF of about 5-9.?

    Wide brimmed hats
    are especially good for protecting the face, head and ears.? Sunglasses should be labeled to protect
    against UV energy and side shields do work in decreasing the amount of UV
    absorbed by the eyes.


    Treating a Sunburn

    Sunburns
    are largely self-limiting and will typically resolve on their own.? Treatment is largely centered on relieving
    symptoms.? Skin moisturizers and cool
    compress or cool water baths may help decrease the pain.? There is little evidence to suggest tradition
    treatments such as baking soda, aloe and oatmeal are effective pain relief but
    there is also a lack of decent studies.?
    Oral pain control can be achieved with either aspirin, acetaminophen or
    ibuprofen.? After a day in the sun,
    dehydration is also a factor and adequate water intake should also be
    assured.?

You need fecal matter in the colon to move regularly and out the rectum, otherwise, toxic matter will build up and end up in your blood stream

    Here are the grains you should be eating:

    • Brown rice - contain many amino acids that help rebuild skin tissue
    • Whole grains - contain folic acid, magnesium, and vitamin E, B vitamins, minerals, and fiber
    • Oats - use them in the morning with honey or raisins. Oats have an anti-inflammatory effect on the skin and help to keep you regular.

    Seeds and nuts

    • Almonds - Almonds contain protein, the B vitamins, calcium, iron, potassium, magnesium, and phosphorus. Use them as a snack. These small nuts help to build muscles and tissue.
    • Flax seeds - These seeds are known for containing plenty of omega 3 oil, an essential oil for life. They also contain fiber when used ground up and put into smoothies. Omega 3 is also an anti-inflammatory oil, which is good for acne.
    • Pecans - This is one of the good nuts to eat. It contains Vitamin A, B's, C, calcium, iron, phosphorus, and potassium. Use them as a snack.
    • Pine nuts - these nuts also one of the best to eat. They contain vitamin A, C, B's, protein and iron.
    • Sesame seeds - They are high in calcium, phosphorus, and potassium. They are helpful in relieving various skin diseases such as acne by reducing the swelling.

    Digital scrapbooking is one of the newest trends in the scrapbooking relaxation. Scrapbookers are using the computer in many ways to enhance their scrapbooking pages, or create their pages entirely on the computer.

    Five festivals for last bit of summer fun

    As summer winds to an end, beach umbrellas are coming down and pools are closing, but that doesn't mean the fun is finished. From the National Buffalo Wing Festival crowning the next ‘wing king' to the country's best folk artists coming together in Pennsylvania, festivals across the country have fun for everyone.

    Lake Michigan sparkles with an hour-long jet skiing and water boarding show if lake conditions permit. Mary May, an event spokesperson, said families return year after year, many from out-of-state.

    Atlanta Underground Film Festival, Atlanta, Georgia, August 26-30

    The late summer heat, especially in Atlanta, can be brutal, so sneak inside and enjoy independent movies at the Atlanta Underground Film Festival. Located at various theaters across Atlanta, independent movies produced by fledgling filmmakers vie for awards like "Best Comedy Feature" and the prized "AUFF the Wall" award. In addition, the five day event showcases animated films, documentaries, and horror movies. The festival, which started in 2002, is produced by a group of musicians and filmmakers called the "Festival League" that was created to highlight work of fledgling artists.

The three day event takes place in the picturesque Golden Gate Park and includes much more than the music industry's top stars. On top of performances from Dave Matthews Band and M.I.A, the festival features food from the city's top restaurants, wines from 25 local wineries and performances from local cabarets.

    National Buffalo Wing Festival, Buffalo, New York, September 5-6

    Add spice to your summers end festivities and head to Buffalo, New York, for the seventh annual National Buffalo Wing Festival where you can try 100 different types of wings and sauces. The rise in antacid sales can be attributed to event founder Drew Cerza who noticed, thanks in part to Bill Murray's character in "Osmosis Jones" who wanted to compete in a junk food competition, that Buffalo didn't have a festival dedicated to America's favorite appetizer.

    Started in 2002, restaurants from around the nation exhibit their wings and competitive eaters vie to eat the most Buffalo wings in 12 minutes. Amateurs can also enter the "Buffalo Blue Cheese Bowl" where contestants have their hands tied behind their backs and bob for wings drenched in blue cheese dressing in a kiddy pool. Cerza said last year's festival brought in 80,000 attendees and over 500,000 wings were eaten and expects this year's festival to be larger.

    Bring Down the Walls of Cartegena

    In the 16th century, Cartagena was a prominent Spanish port and was the principal storage depot for precious treasure plundered by the Spanish from the Indians of Central and South America. Treasure was stored in Cartagena until it could be transported back to Spain. As a result, Cartagena was regularly attacked by hordes of pirates operating throughout the Caribbean. Such prominent buccaneers as Sir Francis Drake and Edward Vernon sacked it repeatedly. To defend against such attacks, the Spaniards built a series of fortresses and walls around the city. The walls required almost two centuries to complete and were finished a mere 25 years before the Spanish were first expelled from the city. Today Cartagena's old town remains surrounded by the battle-scarred Las Murallas (the walls).

    But even in modern times, every year, thousands of visitors still storm the walls of old Cartegena in search of treasure. In this case, its treasure lied in its many cobbled streets, charming cafes, plazas of cascading bouganvilla, and its historical sites. This treasure offers the visitor an experience unparalleled along the Caribbean coastline.

    The old city is in two parts the inner walled town featuring most of the colonial buildings and plazas and the outer walled town of Getsemani. Getsemani, originally, was the area where African slaves were housed. Now it features Cartagena's Convention Center, several historical churches, and the Parque Centenario.

    Some of the old city's most notable offerings to visitors include the following:

    Plazas: Some of the more colorful include Plaza de los Coches, Plaza de la Aduana, Plaza Santa Teresa, Plaza de Bolivar, and Plaza de San Pedro Claver.

    Palacio de la Inquisicion: Not only a grand example of colonial architecture, it was here that the heretics were accused and punished by the Punishment Tribunal of the Holy Office.

    Castillo de San Felipe de Barajas: Just outside the old city, this was reputed to be the largest and strongest fortress ever built by the Spanish. It is a remarkable structure and well worth the visit.

    Las Bovedas: This is a complex of 23 dungeons built first to story military munitions but later used as a jail. It was featured in the movie Romancing the Stone (Michael Douglas and Kathleen Turner).

    No matter if you go to Cartagena just to see the old city or to search for one of the Galeones near the mediterrean cost you can be sure that there is a lot of nice things to see and do.

    Dont forget that many decades ago Spain was one of the most rich and powerful countries in the mediterrenian therefore the architecture and the culture are very spectacular.

    China’s Ministry Of Finance Sells CNY35 Bln Bills Fri

    SHANGHAI (Dow Jones)–China's Ministry of Finance said Friday it sold CNY15 billion ($2.19 billion) worth of three-month bills at 0.8420% and CNY20 billion worth of nine-months bills at 0.9298%.

    The yields were in line with market expectations of 0.83% to 0.85% for the three-month bills and 0.92% to 0.95% for the nine-month bills, traders said.

    The three-month bills were issued at a discounted price of CNY99.765 each and the nine-month bills were priced at CNY99.314 each, the ministry said in a statement.

    The bills will trade on the interbank bond market and the Shanghai Stock Exchange from April 17, the ministry said last week.

    1. Think twice about renting a
    car.

    scenic drive. The bus system works well as does the train system, plus you’ll be

    2. Bring water
    shoes.

    Rio de Janeiro: Best Carnival

    Ranchos Carnavalescos are a contribution of an immigrant from Bahia named Hilário Jovino da Silva. They started in 1872 as working class festivity. People would dress up in costumes and perform on the parade accompanied by an orchestra of strings, ganzás, flutes, and other instruments. They were more organized than the Cordões, and gained popularity around 1911.

    With the sponsorship of brewery Hanseática, the Ranchos started organized competitions. They became one of the main attractions of Rio de Janeiro's Carnival, together with the Great Societies. The parade already included a first-wing (abre alas), an orchestra,  a male and female choir, and a couple of mestre sala and porta bandeira.

    The parades were halted during World War II and started again in 1947. By then the competition happened on Av. Rio Branco. The last competition of ranchos was in 1990, and the winner was a club named Decididos de Quintino.

    Corso was a novely intruduced in 1907 with a parade of cars along Av. Rio Branco (then named Av. Central). They were the granddaddys of today's sophisticated floats. Revelers brought along streamers and paper confetti, plus lança-perfume, a spray of cologne water that would give you a sort of a buzz. In the 30's this celebration became so popular that almost all car-owners in the city participated! The parade started on Sunday in Botafogo and went all the way to Av. Central.

    The first records of Carnival festivities in Rio de Janeiro date back to 1723. Immigrants from the Portuguese islands of Açores, Madeira and Cabo Verde introduced here the Entrudo.

    The idea was basically getting everybody soaked wet. People would go out in the streets with buckets of water and limes, and everybody could be a potential victim. Even Emperors took part in the fun. There's a curious record of a woman being arrested in 1855 for throwing a lime at Dom Pedro I's escorts. Authorities frowned upon the lack of restraints of Entrudo fun, and eventually it was outlawed.

    Zé Pereira was a contribution of a Portuguese shoemaker named José Nogueira de Azevedo, in the mid XIX century. On Carnival Mondays he would march in the streets with his friends playing drums, tambourines, pans, and whistles. Everybody was welcome to join the fun.

    Grandes Sociedades or Great Societies was a more organized parade that debuted in 1855, with the presence of the Emperor himself. A group of eighty aristocrats in masks paraded with luxury costumes, music, and flowers. It was a big success. Democráticos, Fenianos and Tenentes do Diabo were the three most well-known groups.

    Cordão Carnavalesco is a concept that got its start in 1870. There were characters like queens, kings, witches, peasants and dancers, and they performed according to the costumes they were wearing. There were also the Cordões de Velhos, where participants would wear huge papier-mâché masks and walk in an old man's gait.

    Adventurers who enjoy hiking, tramping, cycling, climbing and outdoor pursuits should always be prepared for conditions they cannot control.? You can run into stronger,
    nastier and faster animals than yourselves... and it's vital to know what to do.


    Perhaps the most frightening animal to outdoor adventurers is the
    bear.? I have a very healthy respect for bears of all types.? Common
    sense should be used by those traveling through bear country and all
    bears should be considered dangerous.

    Bear safety when you are camping:

    • Avoid camping in known bear feeding areas or movement routes
    • Keep garbage away from your campsite and do not camp in areas with garbage
    • Sleep in a tent and keep a flashlight inside
    • Keep sleeping bags partially unzipped for a quick get-away
    • Strongly consider carrying pepper spray or if properly trained, carry a firearm
    • Store food properly and keep it in bear-proof containers or hung in a tree, away from you
    • Cook and store food? at a site away from your sleeping area
    • Try to change clothes after cooking and leave them with your food, away from your sleep area
    • Do not keep food, trail mix or energy bars in your tent or pockets when you sleep

    When you are hiking or traveling:

    • Make lots of noise while moving so a bear is aware you are approaching
    • Do not rely on bear bells alone to produce adequate noise
    • Be aware of wind direction; an “upwind” bear cannot smell you
    • Heavy forested areas, rushing water, rain or fog can all act to decrease sound transmission.? In these places be extra loud
    • Do not approach bears or any wild animal too close, especially not for a photograph or “better view”
    • If you observe signs of bears in the area (tracks, droppings or fresh prey carcasses) consider them to be close by
    • Avoid berry patches, elk grounds or streams with spawning fish because bears like to eat there

    If you see a bear:

    • Allow the bear to see you are there. As a human, you are not one of their favorite meals
    • Avoid sudden movements or yelling
    • Do not climb a tree or attempt to run
    • Do not stare at the bear or make eye contact; look to one side or the other
    • Do not attempt to hide
    • Avoid standing next to objects such as tree stumps, bushes or things
      which will cause the bear to think you are anything but “human shaped”
    • Speak to the bear in a clear, calm voice to allow the bear to identify you as human

    If attacked:

    • Do not run, climb trees, fight back or scream
    • Do not hold out an arm to ward of an attack
    • Drop to the ground and cover your head, in a fetal position
    • Curl into the smallest ball you can make yourself
    • Interlock your hands behind your head, covering your ears and use your elbows to protect your face
    • After you think the bear has left, try to move as little as possible while looking around
    • Try to see which way the bear went and travel in the opposite direction



    If you are attempting to carry either a firearm or pepper spray, ensure
    you are properly trained to use these items.? Fatal accidents can
    result from improper use or inadequate training.

    Tips for avoiding other animal attacks

    • Avoid sudden movements around animals
    • Never pet an unknown dog
    • Never pet or kiss an animal, avoid petting them on the head
    • Do not reach into animal cages
    • After preparing food, wash your hands before touching an animal
    • Never leave children alone with animals
    • Do not try to take food or toys from an animal
    • Do not try to separate fighting animals



    Perhaps the greatest danger from an animal attack or bite comes from
    the initial trauma of the bites or scratches.? After the initial blood
    loss has been controlled and first aid has been rendered, there should
    be concern for infection.? Often times, antibiotics are indicated
    following an animal bite, especially wild animals.?

    Rabies is always a
    concern and victims of animal attacks should speak with their health
    professional immediately about treatment or prevention following a
    bite.? Frequently, stitching or tightly closing an animal bite will
    only serve to trap dangerous bacteria in the wound.

    Finally, after being bitten, do not forget to check the status of your last tetanus shot.

    Wedding Scrapbook Embellishments and Layouts

    I have a passion for classic Victorian-looking patterns, so some of the first scrapbook papers I designed featured updated versions of Victorian florals and stripes. Since that look is also perfect for weddings, I created a set of wedding scrapbook embellishments and layouts with this timeless look.

    This wedding scrapbook kit was created in silver, since it's a neutral color. I've also provided three other subtle colours that coordinate well with silver. Not only will these give your scrapbook a classy look, but your photos, 3D embellishments and other memorabilia will look like they're popping right off the page because the backgrounds won't fight for attention.

    I'll provide quite a few floral pages, some which have wedding illustrations on them such as a wedding dress and shoes, champagne, dual hearts and a bridal bouquet next to a pair of wedding rings. I also created a matching plain striped paper that can be used either by itself or on a page combined with the floral pattern. If you follow the classic design rule that your horizon line (the place where two papers meet) should be either one-third or two-thirds of the distance from the bottom of the page, you'll create a beautiful layout. There are two photo frames and several border embellishments that can be layered over the place where two papers meet, creating a seamless look. There is also one last paper that combines the stripe and floral patterns. If you like a truly Victorian look, you'll probably like that design.
